NOTIFICATION
No.SO(N&AHSE)6-3/2022(BSN MISC): In supersession of all previous notifications, the
Competent Authority has been pleased to notify following policy for migration of BSN
(Generic) students in public sector Nursing Colleges under the administrative control of
Specialized Healthcare and Medical Education Department.
1. DEFINITIONS
1.1
“Accepting College/ Institution” is the one, the applicant is seeking migration to.
1.2
“Transcript” means a detailed transcript clearly mentioning allocated & attended
credits/ study hours and the marks scored in the individual subject in an
examination held by affiliating University.
1.3
“Affiliating University/ Degree Awarding Institute (DAI)” means a chartered
educational body having the power to award degree and grant affiliation in its
charter duly notified by Government.
2. GENERAL PROVISIONS
2.1 Migration of students shall be allowed only between the Nursing colleges under
the administrative control of the Specialized Healthcare and Medical Education
Department subject to other parameters explained in subsequent paras of this
policy.
2.2 Migration shall be allowed after clearance of the first annual examination of the
students; Supplementary candidates/Failed candidates awaiting supplementary
result shall not be eligible for migration. Detainee students shall follow the same
course of procedure as that of annual students.
2.3 Migrations can be made in 2nd and 3rd year between the colleges under the
administrative control of SHMED subject to rules/regulations of PNC and
affiliating Universities under the administrative control of SHMED.
2.4 Migration of BSN students shall be allowed only once during the entire Training
subject to rules/regulations of PNC and affiliating Universities. In case a
candidate has already availed migration even before the process under this
policy that candidate shall not be eligible for migration under this policy.

NOTIFICATION2.5 Migration shall be allowed only against vacant seat(s) in a Nursing
College/Institution. The vacancies available in respective class years shall be
advertised by Department and duly displayed on the Migration Portal designed
by PHF under administrative control of SHC & ME Department.
2.6 Student can migrate between colleges, provided that the batch and session shall
remain the same, migration shall not be allowed between Morning and Evening
Sessions.
2.7 A seat shall be declared vacant in a given class/ year by a college/institution
provided the sum total of promoted students and detainee students joining that
class is less than that of approved annual intake for the said session as
applicable at the time of its entry/ admission into college/institution.
2.8 Migration of student shall be allowed to another college at the same level
following same course of studies.
2.9 Students of annual examination system can only be migrated to the institutes
having same mode of annual examination, while students inducted in Modular
system shall be allowed migration in colleges having modular system.
2.10 No college shall restrict a student's right to leave a college and migration to
another college in line with the provisions of this policy.
2.11 Students having prolonged willful absence from class or having any ongoing
inquiry shall not be eligible for migration until the matter is sorted.
2.12 Student selected for migration will join relevant college / institution within seven
days. In case of non-joining by the student for any reason, said vacancy will be
offered to the next applicant on merit.
2.13 Student applying for advertised vacant seat(s) in a public sector nursing college
shall constitute a pool and their eligibility shall be determined on the basis of
their merit. Merit shall be based on the marks of F.Sc at the time of securing
admission in BSN (Generic Program) in nursing college under the administrative
control of SHMED. Improved FSc marks shall not be considered for migration.
Students with highest marks from within the pool shall be migrated and
accordingly the lists shall be displayed on portal. Migration against merit shall
not be allowed.
2.14 Eligible students shall be migrated on merit-cum-preferences basis. On a vacant
seat student with higher merit will be considered prior than the student with lower
merit. 3. PROCEDURE FOR MIGRATION CASES
In order to ensure that merit-based admission policy is not compromised
through migration, a centralized portal shall be developed by the Punjab Health
Foundation.
3.1 The Principals of the public sector Nursing Colleges shall update the vacancy
status of the college on said portal at the end of the academic year.
3.2 SHC&ME Department will flash an advertisement in Public newspapers to invite
applications for migration and candidates shall apply on portal for migration.
3.3 Migration within the same city shall not be allowed.
3.4 Mutual Migration of students shall not be allowed.
3.5 No migration shall be allowed in violation of sanctioned strength for a particular
admission.
3.6 Migration portal shall open ONCE annually, in second half of the calendar year.
3.7 Mere submission on the migration portal shall not create right of the applicant for
migration and SCH&MED reserves the right to strike down the process at any
stage.
3.8 Final orders of migration shall be issued by SHC&ME Department after placing
before the Nursing Admission and Program Committee as already notified by the
SHMED.

GRIEVANCE MECHANISM:
A student feeling aggrieved by a decision taken under the provisions of instant
policy can file an appeal within 15 days of such decision with the Secretary, SHC & ME
Department. The appeal shall be heard and decided within 7 days by a Committee
comprising the following:
a. Special Secretary (D&R), SHC & MED
b. Additional Secretary (Medical Education)
c. Director General Nursing, Punjab
d. Additional DGN (Academics)
e. Manager IT, PHF
f. Section officer (NAHSE), SHMED
5. The policy comes into effect and force with an immediate effect. All the existing
regulations and any other policy decisions, rules, regulations regarding migration of
students issued from time to time by the SHC&MED, Nursing and Program admission Committee, affiliating University and Regulatory bodies shall be applicable and
considered part and parcel of this Policy.
